Installation and usage
Use BEFORE any implementation to check if specs exist for the capability. Run this first when starting any feature work. Reports: spec exists, no spec, or active change in progress.

$ install --globalskills.sh
使い方
インストール後、ターミナルで以下のコマンドを実行してこのスキルを使用できます：
skills use openspec-check
