Dispatch multiple agents concurrently to solve independent problems in parallel. WHEN: MUST use when facing 2+ independent tasks/failures. Invoke with "/dispatching-parallel-agents" or "run in parallel", "multiple independent failures", "parallel investigation". WHEN NOT: Related failures (fix one might fix others), agents would interfere with each other.
